FEEDBACK FROM ACCO AND THE BREAK-OUT DISCUSSIONS AT THE GENERAL ASSEMBLY ON THE 'GREEN PAPER' THE FUTURE STRATEGY OF FIG

1. Introduction

The outline ideas included in the Green Paper on the Future Strategy for FIG was discussed during the breakout sessions during the first General Assembly and also during the ACCO Meeting.

Considerable progress was made during these very useful discussions and the results outlined below will now be integrated by the Shadow FIG Council into the next version of the strategic plan. This will lead in due course to the draft work plan to be adopted at the next GA in Washington, 2002.

2. Outcomes from ACCO Meeting

During the discussions at the ACCO meeting a number of important additional issues were raised for consideration by the Shadow Council, including, among others;

  • Consumer protection
  • Mutual recognition of qualifications
  • Public/Private partnerships
  • Quality management
  • Low-cost surveying technologies
  • End-user approach - i.e. the plans being responsive to user needs.

They further emphasized the need for and importance of enhanced coordination of work plans between the Commissions and the integration of these plans with the overall FIG Strategy as developed by the Council.

The importance of the outcomes of the Task Force on the future structure was noted, and the results of the Task Force report will also be included in the overall work plan.

3. Outcomes from Breakout Session

More than 30 people from nearly 20 countries participated in the breakout discussions. A number of important policy issues and ideas for implementation were raised for further consideration by the Shadow Council. The most important can be summarized as follows:

  • To further enhance the profile of the profession and the contribution which surveyors can make to resolving economic and social issues by strengthening contact with politicians at both the national and international level and through relationships with bodies such as the UN, the World Bank etc.
  • To reinforce and communicate the benefits of membership of FIG to member associations and their members by providing regular and relevant information, e.g. by resolutions after each event. The suggestion to publish an FIG world report on Best Practices was considered worthy of further development, particularly if this could be made available to individual members of member associations.
  • To continue to make progress on enhancing the efficiency of FIG working practices by, for example,
    • Reducing overlapping activities, particularly by increasing cooperation and collaboration with other organizations (through joint activities)
    • Encouraging further collaboration between Commissions
    • Ensuring an appropriate balance is achieved between the interests of the Commissions and member associations
    • Involving more than one Vice President in the process of coordinating and integrating Commission, Task Force and Permanent Institution work plans
    • Providing more support to member associations
  • To include more women and younger members in FIG activities and integrate the outcomes from the Task Force on this issue into the work plan.
  • To try to enhance the income to FIG by exploring the possibility of FIG gaining revenue from increasing its involvement in organizing Working Weeks and Congresses together with gaining additional income from corporate membership and from trade fairs.
