1. OPENING PROCEEDINGS
President Diane A Dumashie opened the 47th General Assembly and
welcomed everyone to Accra, Ghana.
She was pleased to see so many delegates at the meeting and that all had
come to Accra to join the General Assembly and Working Week.
President Dumashie informed that unfortunately not all Vice
Presidents could be present at the meeting. In few special cases one
Vice President has had to send apologies due to emergencies. It is a
rare and true exceptional occurrence that three out of the four Vice
Presidents had urgent matters to attend to that collided with the
Working Week and General Assembly. Vice Presidents Winnie Shiu, Daniel
Steudler and Kwame Tenadu were very sorry that they could not attend and
sent their apologies and greetings.
A minute silence was held to commemorate those who had passed away
during this past year and especially: Joseph Pascual, President of OGE
France, organiser of FIG WW2028, who not long before his death attended
a preparation meeting; Andrzej Hopfer, Poland, who passed away in
December 2023 shortly after his 90th birthday who was active in FIG for
many years especially in commission 7, and Cemal Özgür Kıvılcım, who
passed away shortly at a far too young age. He started as a Young
Surveyor back in 2006 and has been central in the work of the Young
Surveyors for many years, currently serving as the Commission 3 Vice
Chair he was also the lead of a working group and involved in many
commission 3 and 8 activities hereunder FIG publications.
2. ROLL CALL
The General Assembly was open for all interested participants. All
member associations were asked to appoint their official delegate in
advance for voting purposes. These are registered in a special column in
the roll call.
Vice President Mikael Lilje took the roll call for members attending
in Accra, Ghana. The roll call was done for member associations only.

Motion: That member associations that are present at the first General
Assembly day are recorded in the minutes.
Decision: The motion was adopted.
3. APPOINTMENT OF TELLERS
The General Assembly was asked to appoint two persons as tellers for the
entire General Assembly.
FIG Council suggested to appoint per tradition two tellers from
preceding, current or upcoming events:
- Ganesh Prasad Bhatta, Nepal, Chair of the upcoming FIG Regional
Conference in Nepal
- Peter James, Australia, Chair of the local organising Committee
in Brisbane, FIG Working Week 2025
The actual voting took place online through a secure voting system,
SimplyVoting, who delivered certified reports for each voting.
The voting sheets were prepared by FIG Office and the two appointed
tellers together with FIG Director had access to the SimplyVoting
system.
The voting system allows the tellers to see who has cast a vote and
when this has been done, but they cannot see any details on what each
delegate has voted, nor can they see any results until the voting is
finalised and a report has been created by SimplyVoting. Once the voting
is over the overall result will be available through a certified report
from SimplyVoting.
Motion: That the General Assembly appoints the two tellers from
preceding, current or upcoming events.

4. ADOPTION OF THE AGENDA
The General Assembly was announced through the
newsletter and on FIG web site, and the Agenda for the General Assembly was
published in April on the web site and sent by email to all members.

6. MEMBERSHIP
6.1 Admittance of new Member Associations
FIG has received four new applications for membership since the 46th
General Assembly.
6.1.1 Association of Consulting Surveyors in Australia - MA-10140
The Association of Consulting Surveyors in Australia, CNS, has sent
an application for membership. They have 400 members. Since there is
already one member association from Australia, Geospatial Council of
Australia, they have been consulted and support this membership.
Their letter is attached.

6.1.2 Valuers Registration Board Tanzania - MA-
FIG Office has received an application for
member association membership from Valuers Registration Board, Tanzania.
The association has existed since 2017 and has 160 fully registered
valuers and 340 provisional registered valuers as members, in total 500.

6.1.3 Alliance of Hong Kong Authorized Land Surveyors
(AALS), Hong Kong - MA-
FIG Office has received an application for
member association membership from Alliance of Hong Kong Authorized Land
Surveyors.
The association has 20 members and was founded in 2008.
Since there is already one member association from
Hong Kong, Hong Kong Institute of Engineering Surveyors, they have been
consulted and support this membership. Their statement of support is attached.

6.1.4. International Association of Assessing Officers IAAO,
USA – MA-
FIG office has received an application from the International
Association of Assessing Officers, IAAO. The association was formed in
1934 and claim 381 members.
Since there are already two members from the US their opinion has
been asked for and a letter from AAGS has been received supporting the
association.

Decision: The motion was adopted. Each association
was asked to the stage to receive their certificate.
6.2 Other Member Association Issues
Iranian Society of Surveyors (ISS) has been in suspended status
because of the international ban on online payments from Iran. They have
now asked to be moved to active membership status as they can pay in
Accra.
Motion: That the General Assembly notes the update.
Decision: The motion was adopted
6.3 Expulsion of member associations
The General Assembly has power to expel from the Federation any member
association whose fees are in arrears and shall under normal circumstances
expel any member association whose fees are three years in arrears. (Article
4.3 of the Statutes).
- Egypt: Egyptian Committee of Surveying and Mapping MA-10026
- Lebanon: Ordre des Géomètres-Topographe du Libanon MA-10051
The FIG office has sent information to these associations informing that
if their membership fees are still in arrears at the time of the General
Assembly the General Assembly shall expel the above member associations at
its meeting on 19 May 2024 unless FIG Office receives payment from the associations.
After acceptance of the new member association and before expulsions, the
number of FIG member associations is 100 from 84 countries.
Motion: That the General Assembly notes that at this General
Assembly there are two members to expel unless FIG office receives payment
from the associations:
- Egypt: Egyptian Committee of Surveying and Mapping MA-10026
- Lebanon: Ordre des Géomètres-Topographe du Libanon MA-10051
Decision: The motion was adopted.
During the Working Week Ordre des Géomètres-Topographe du Libanon paid their arrears and was reinstalled, which is reported in agenda item 25.
6.4 Suspended status 2024
In accordance with its administrative measures, FIG Council, has deferred
to continue for 20243 the issuance of a membership subscription invoice to
the following members and FIG Council deems their membership to be in
suspension:
- Palestine: Licensed Surveyors Association in Palestine; effort to
maintain contact
- Russia: Noncommercial partnership "Self-regulated organisation of
activity of cadastral engineers" MA-10121 (Danish banks do not accept
payment from Russia)
- Syria: the Order of Syrian Engineers and Architects, OSEA as all efforts
to maintain contact with them has not yielded results and will deem
their membership in suspension giving due consideration to its internal
situation.
- Ukraine: Ukrainian Society of Geodesy and Cartography
MA-10088 (due to the Russian invasion of Ukraine
Iranian Society of Surveyors (ISS) has in 2024 been moved to
active member.
The situation with these associations will be reconsidered by Council
again in 2025.
Motion: That the General Assembly notes the members in suspension.
Decision: The motion was adopted.
6.5 Other membership issues
6.5.1 Affiliate members
There has been three applications for affiliate
membership since the General Assembly 2023:
- Utility Engineering and Surveying Institute (UESI), AF-20075
- Instituto Geográfico de Militar, Bolivia AF-20076
- Ministry of Lands and Natural Resources, Tonga, AF-
Two affiliate members have been expelled:

Anguilla: Department of Lands and Surveys, Anguilla AF-20068

Montengro: Real Estate Administration of Montenegro AF-20071
After these changes the number of Affiliate members is
43 from
42
countries.
6.5.2 Corporate members
FIG Council has admitted five applications for corporate membership:

The following member has been expelled due to lack of payment of
membership fee:
- NEH Vietnam, Category E (CM-30056)
fter these changes, the number of corporate members is now 25.
Carlson Software (CM-30074) Silver level member has unfortunately
announced that they want to terminate their membership by the end of
2024.
6.5.3 Academic members
FIG Council has admitted
two new Academic members since the General
Assembly 2023:
- University of the West of England – AC-40079
- University of Environment and
Sustainable Development – UESD, Ghana AC-
The payment structure of the Academic Members was changed in 2013 so
that Academic Members would be invoiced every 4 years instead of every
year. The four-year payment will reward the members with a 50% discount.
Academic members were invoiced in 2014, 2018 and again in 2022.
The following Academic Members have arrears from before 2022 and have
therefore been expelled:
- AC-40003 Australia RMIT University
- AC-40121 Nigeria ABIA State Polytechnic, ABA
- AC-40140 Nigeria University of Nigeria Nsukka Enugu Campus
- AC-40071 Turkey Istanbul Technical University
The Land Management Training Centre of Nepal
AC-40089 was expelled, but has now paid their arrears and have been
reinstalled. (updated 17 May 2024)
The number of Academic Members after these changes is
81 from 53
countries.
6.5.4 Correspondents
The number of correspondent members is five. The current
correspondents are coming from Maldives, Pakistan, Rwanda, Tonga and
Venezuela.
Motion: That the General Assembly notes the actions that the
Council has taken with other membership matters.
Decision:The motion was adopted. All new members were called to stage if a representative was present to receive their membership certificate by FIG President Dumashie.
7. APPOINTMENT OF HONORARY MEMBERS
FIG office has received a letter from the
Italian Member Association, CLGeGL with a proposal for nomination of Mr
Enrico Rispoli for Honorary member of FIG.
According to the Statutes paragraph 3.1.7 an individual who has
materially assisted the development and promotion of the surveying
profession at the international level can be appointed as an honorary
member. Nomination for this appointment shall be made by a member
association or the Council, which will consider it and submit it to a
vote of the General Assembly.
The Council has considered the proposal and decided to propose to the
General Assembly that it appoints Mr. Enrico Rispoli as Honorary Members
of the Federation for the outstanding services he has provided to the
Federation over many years.

Ms Maria Grazia Scorza presented the nomination from CLGeGL |

Her presentation was received with large
applause from the audience and the nomination approved. Mr Enrico
Rispoli received the silver FIG Pin by FIG President, and he gave words
of thanks. Ms Maria Grazia Scorza has followed Mr Rispoli over the years
and was therefore awarded by FIG President with a certificate of
appreciation and a gift for her faithful work to FIG.
8. PRESIDENTS REPORT
President Diane A Dumashie has prepared the President’s report on the
activities of the Federation since the General Assembly in 2023 that was
held in Orlando, Florida, USA.

9. CO-OPERATION WITH THE UNITED NATIONS AND THE WORLD
BANK
FIG has continued to collaborate with the World Bank and various
agencies and structures within the United Nations.

10. LIAISON WITH INTERNATIONAL PROFESSIONAL
ORGANISATIONS
FIG continues work closely together with international professional
organisations.

11. . NEW PUBLICATIONS
Since the last General Assembly agenda in May 2023, FIG has published
one publication:

Motion: That the General Assembly notes the new publications.

12. FIG ACCOUNTS FOR 2023 AND AUDITOR'S REPORT AND
BUDGETS 2024-2027
The financial report was presented to the General Assembly. This
report includes the auditor’s report from 2023, official accounts
(income statement 2023) and balance sheet at 31 December 2023, an
updated budget for 2024 and proposals for budgets 2025-2027.

Decision: The motion was adopted. The financial report was
presented by FIG Director Louise Friis-Hansen.
13. SUBSCRIPTION RATES FOR 2026
The General Assembly has to set levels of fees for member
associations two years in advance of the year in which they become
payable. Fees are payable in respect of each individual member up to a
maximum of 5,500 members. Membership fees have been discussed as part of
the finance report, appendix to item 12.
The 2023 General Assembly approved membership fees for 2025 as
follows:

TThe General Assembly decided in 2017 to increase subscription fees by 8%
for 2019 after subscription fees have been kept at the same level for
the years 2012-2018. This level has been kept in the following years.
FIG Council has discussed the fees in the light of the current
inflation and the decrease in FIG subscription income. Last year council
suggested to keep the fees for 2025 but to present to the General
Assembly 2024 the scenarios going forward.
At their meeting in April 2024 FIG Council
discussed the fees seen in the light of the result from 2023 as well as
the inflation and prospectives.
Council proposes to increase the fee to €5.20
per member instead of the current €4.80. This is an increase of 8.33%.
The rationale behind this increase is that there has been no increase
since 2017 (effectuated in 2019) and since then inflation has been high.
This increase will be implemented in 2026 and therefore FIG Council
found it necessary to take this step now.
Council proposes that the maximum fee will
not be affected, and will remain unchanged at €26.400, which corresponds
to 5,077 national members.
The Minimum fee of €50 has not been increased
for many years (was not touched at the last increase), so Council agreed
to amend this to €70 EUR.

The fees for the other
membership categories are a decision of council, and is in most years
reported at the General Assembly.
In 2018, Council agreed to increase the
membership fees for Affiliate Members from 2019 to € 790 EUR (from 760)
which was a 6% increase. Council has kept the Academic member fee and
Corporate member fee unchanged. Academic members were in 2022 invoiced
for a 4-year term, 2022-2025.
FIG Council will later in 2024 decide on the fees for 2025 for these
member categories.
It must be noted that in 2021 FIG Council granted a 20% reduction of
fee to all members due to the difficulties during the Covid19 Pandemic.

Diane Dumashie presented the proposal and the considerations behind the
proposal to increase the fees from 2026.
14. FIG FOUNDATION REPORT
Mr. Bryn Fosburgh, President of the FIG Foundation, has prepared a
written report on the FIG Foundation activities in 2023. He will make a
brief report orally at the General Assembly.

Motion: That the General Assembly adopts the report of the
President of the FIG Foundation and records its thanks to the President and
members of the Board of Directors of the FIG Foundation for their past
year’s work.

15. FIG COMMISSIONS UPDATE REPORTS
At the General Assembly 2023 the Commission Chairs presented their
Commission Work Plans for the term 2023-2026. The Commission Chairs have
prepared a written update report for each commission which are attached
to this agenda item.
At the General Assembly time has been reserved for the members to
discuss the work plans and Commission activities with the Commission
Chairs. This discussion was chaired by Vice President Mikael Lilje,
Council representative to ACCO.

All commissions have established LinkedIn pages under the main FIG Linked

Members, delegates and interested are encouraged to follow the FIG main

Commission Chairs and records its thanks to the chairs and other
officers of the Commissions for their ongoing contributions.

16. FIG NETWORKS
16.1 Young Surveyors Network
FIG Young Surveyors Network was in 2023 chaired by Ferah Kökhsal,
Turkey. Per 1. January 2024 Ferah handed over this position to Shirley
Tendai Chapunza, Zimbabwe. FIG Council thanks Ferah for her
contributions to the Young Surveyors Network and welcomes Shirley Tendai
Chapunza. FIG Young Surveyors have prepared a report to the General
Assembly which will be presented at the General Assembly.

16.2 Standards Network
The Chair of the network, David Martin has prepared a written report
to the General Assembly of the activities 2022-23. The report will be
presented at the General Assembly.

the Network and records its thanks to the Chair of the Network and its
members.
Decision:The motion was adopted.
16.3 FIG Regional Capacity Development Networks
At the General Assembly in 2023, a group of regional representatives
suggested to FIG Council and General Assembly to establish a Regional
Network in the Americas region. FIG Council supported this initiative
and the network has now been established. Chair of the Network is Dan
Roman, USA. The network has prepared a report to the General Assembly
and presented a short oral report to the General Assembly of the
progress of the network.
The Chairs of the Asia/Pacific Network, Rob Sarib was not able to
attend and instead Ryan Keenan presented a short oral report to the
General Assembly, and Africa Regional
Network, ARN, Surv. Mohmmed M Kabir, presented a brief report.

Motion: That the General Assembly adopts the reports from the
networks and the establishment of the Regional Network in the Americas
region, and records its thanks to the Chairs of the Networks and their
members.

17. FIG PERMANENT INSTITUTIONS
17.1 International Office of Cadastre and Land Records (Office
International du Cadastre et du Régime Foncier) OICRF
Dr. Eva-Maria Unger, Director of OICRF has prepared a report on the
OICRF activities and will present at short oral report at the General
Assembly

records its thanks to the Director and the members of OICRF for their
past year’s work and contributions.

17.2. International Institution for the History of Surveying and
Measurement, Permanent Institution of FIG
Mr. Jan de Graeve, Director of the IIHSM and Mr. John Brock have
prepared a report on the IIHSM. John Brock presented a short oral report to the General Assembly.

In 2019 FIG Council established a Task Force to focus on FIG and
Agenda 2030 articulated by the Sustainable Development Goals. This Task
Force has been chaired by Ms. Paula Dijkstra from the Netherlands. Due
to the importance of the role of the Surveyors and the SDGs the Task
Force continues during this term. In the technical programme there will
be several sessions that include the role of Surveyors on the SDG’s.
After each plenary session there will be a special discussion with the
plenary speakers on the role of the plenary topic in regard to the
SDG’s. Paula Dijkstra presented a report to the General Assembly.

18.2. TASK FORCE ON THE ROLE OF FIG IN INTERNATIONAL TRENDS AND
FUTURE GEOSPATIAL INFORMATION ECOSYSTEM
This Task Force, established for the term 2023-2026, is looking into
the role of FIG in international trends and future geospatial
information ecosystem. This Task Force is chaired by Prof. Abbas
Rajabifard, Australia. The task force has prepared a written report to
the General Assembly. At the General Assembly Kirsikka Reikinen
presented an oral report on behalf of the Task Force.

18.3. TASK FORCE ON DIVERSITY AND INCLUSION IN THE SURVEYING
PROFESSION
This Task Force, established for the term 2023-2026, is an outward
facing task force to encourage young people into the profession. This
task force is led by Mr Stephen Djaba, Ghana. There will be a special
Task Force session in the technical programme of the Working Week.

18.4. TASK FORCE ON REIMAGINING THE CLIMATE ACTION AGENDA FOR THE
GLOBAL SURVEYOR COMMUNITY THROUGH FIG
This Task Force, established for the term 2023-2026, is a FIG Climate
Compass Task Force – the Surveying Profession’s Global Response to
Tackling the Climate Agenda. Co-chairs of the Task Force are Ms. Roshni
Sharma and Ms. Clarissa Augustinus. Roshni Sharma presented a report to
the General Assembly.

19. EX-OFFICIO MEMBERS OF COUNCIL
According to FIG Statutes:
5.3 The Council is composed of the president of the Federation
and four vice presidents.
5.4 Additional ex-officio (non-voting) members of the Council may
be appointed by the General Assembly. These will include an ACCO
representative, the Director and the Office Manager.
Council suggests to include as additional ex-officio members to
council:
One Young Surveyor representative
In the current Work Plan FIG Council has set the following objective:
Council will facilitate the voice of young surveyors across all
of FIG’s structures, in particular inviting each of the regional young
surveyors’ chairs to take part in council meetings as observers.
Council suggests that a Young Surveyor sits one year in Council
leading up to the following Working Week/Congress. Council has during
this past year included Shirley Tendai Chapunza, Zimbabwe, as young
surveyor representative in its council meetings leading up to the
Working Week taking place in Ghana. As the following Working Week will
take place in Asia/Pacific council suggests that the Young Surveyor
representative to council will be from that region.
One FIG Corporate Representative
Currently FIG has four Corporate Platinum Members, Esri, Trimble,
Leica and Bentley.
FIG Council suggests to include an ex-officio representative from the
Corporate Members to FIG Council with the same observer status as Young
Surveyors and the ACCO representative. Council proposes Brent Jones,
Esri to be the first representative. The representative and FIG Council
will define the role and conditions.
Motion: That the General Assembly adopts the
proposal by Council to include an ex-officio representative to FIG
Council respectively from Young Surveyors and from the FIG Corporate
Platinum Members.

20. ELECTION OF TWO VICE PRESIDENTS FOR 2025-2028 -
PRESENTATION OF CANDIDATES
FIG Council has received five proposals for the two open posts of FIG
Vice President for the term 2025-2028 (mentioned in the alphabetic order
of their family name):
- Stephen Djaba – Licenced Surveyors Association
of Ghana - LISAG, Ghana
- Michail Kalogiannakis – Technical Chamber of
Greece, Greece
- Tomasz Malinowski – Association of Polish
Surveyors, Poland
- Volker Schwieger – German Association for
Geodesy, Geoinformation and Land Management DVW, Germany
- Qin Yan – Chinese Society for Geodesy,
Photogrammetry and Cartography CSGPC, China
Each of the candidates had a maximum of five minutes to present
themselves in this General Assembly session. Since Michail
Kalogiannakis was not present his video was used as presentation.
The elections took place online and started Sunday evening at 18:00
(GMT) after the General Assembly session. Each election round was open
for 20 hours. The election followed the FIG Statutes and internal rules.
The election took place one position at a time. There could be up to
four rounds of voting. The online system from
www.simplyvoting.com was used.

21. ELECTION OF COMMISSION CHAIRS ELECTS
21.1. Postponing the election of commission chairs
elects for this term
According to the statutes and internal rules elections for Commission
Chairs Elects should take place at the General Assembly in 2024. This is
2 years prior to the elections as Chair which will take place in 2026
with official start of their term of office on 1.1.2027.
During the past two FIG terms the election of commission chairs
elects have been postponed for various reasons specified in attached
paper and proposal.
The current chairs have discussed succession planning and have found
it difficult to consider this shortly after their own start and while
they were still preparing their 4-year Work Plan. FIG Council has been
attentive to this and has decided to postpone the election to FIG
Working Week 2025 in Brisbane, Australia.
It is now the third time that an exception has been made. Even though
there have been good reasons for each of the exceptions, it is not
optimal to continuously not follow the statutes.
This has brought Council to consider a change of FIG Statutes and
Internal Rules that the election of Commission Chairs elects will take
place in year 3 of the term instead of year 2.
Council would like to outline to the General Assembly the rationale
as specified in the attached paper. Consideration to this change
will be discussed during the Presidents meeting.
General Assembly is to note that if actioned, this will be subject to
a General Assembly vote at the General Assembly in 2025.

To discuss the consideration for a permanent change to elect Commission

The Presidents Meeting is convened by the FIG President and is reserved
for Presidents or Heads of delegations of Member Associations (or their
representatives).
The meeting took place on Wednesday 22 May 2024 at 07:30
– 09:00.

23. ROLL CALL
Vice President Mikael Lilje took the roll call for members attending
in Accra, Ghana. The roll call was done for member associations only.

The General Assembly has been presented to the candidates for the two
posts on General Assembly day 1. Online election took place
between Sunday 19 May 18:00 and Thursday 23 May 8:00AM GMT.
The result of the voting was presented by FIG President Diane
Dumashie after the tellers had verified the process.

result.
Decision: The motion was adopted. Elected were:

In total 69 members were registered for voting which gave a total of
87 votes.

3: Second candidate – first round: 82 (94.3%) of 87 electors voted in

The Council will decide on other membership issues, if any,
considered in Accra and bring them to the General Assembly for decision
or information as necessary.

Associations
25.1.1 Ordre des Géomètres Experts du Mali
Ordre des Géomètres Experts du Mali Mali has applied for membership.
The association has 114 members.

FIG Council has decided to organise a Regional Conference in Nepal,

32. REPORT OF THE FIG WORKING WEEK 2028 IN
PARIS, FRANCE
The FIG Working Week 2028 will include the celebration of the 150
anniversary of FIG. Representatives from the Local Organising Committee
from the two French member associations OGE and ATF gave a short
presentation on the preparations of FIG Working Week 2028.

CLOSING CEREMONY AND PRESENTATION OF CERTIFICATES
FIG President Diane Dumashie gave a closing speech in which she
commented on what was a busy and productive Working Week making it a
great success. She thanked all the participants, exhibitors and sponsor
and other partners for coming to Accra, Ghana for this Working Week.
The General Assembly was honoured by the presence of the Minister of
Lands and Natural Resources, Ghana, Hon. Samuel A. Jinapor, who gave a
special address to the General Assembly.
After the closing speech the president invited the local organisers
and other key persons involved in the planning of the conference to the
stage to thank them personally. Hereto the volunteers that were present
out of the in total 63 volunteers were thanked for their help during the
Working Week.
Hereafter the FIG Flag was handed over from the two local
associations GhIS and LiSAG to the official representative of the
Australian organisers who filled the stage with local organisers and
others, including their pink kangaroo, inviting everyone “down under”
6-10 April 2025.
